Wine lovers and beer drinkers got theirs last year. Now, it could be just a matter of time before cheap jerseys the brandy and tequila crowds get their shot at easier alcohol purchases in Pennsylvania.

The House Liquor Control Committee voted Monday along near party lines on two bills that would allow hard liquor to be sold in nearly 12,000 retail stores and supermarkets. The sale of spirits has been restricted to state owned liquor stores since the end of Prohibition in 1933.

“This is an awful lot of booze and an awful lot of retail outlets to have in Pennsylvania,” Rep. Frank Burns, D Cambria, said before voting against the bills.

The bills, should they become law, could be another nail in the coffin for state owned liquor stores and good paying unionized jobs for 5,000 government employees. Dozens of workers wearing yellow union shirts packed the committee meeting to show opposition.

The votes came less than a year after the Republican controlled Legislature passed and Democratic Gov. Tom Wolf signed into law bills that let consumers buy wine and beer in more locations.

On Monday, the committee voted 14 12 on. It would allow consumers to buy up to four unopened bottles of spirits to go at restaurants, hotels and grocery stores that have specially designed areas for food and other alcohol purchases.

But that’s highly unlikely. Only 389 restaurants and hotels have paid the Liquor Control Board for a wine to go permit since spring 2016, records show. Based on existing wine permit numbers, the state theoretically could get $778,000 in one time liquor to go permit fees.

Along the same voting lines, the committee also passed. But Rep. Scott Petri, R Bucks, the lone Republican to vote against Reese’s bill, said consumer prices could increase because private industry would not have to abide by the same pricing rules as LCB stores. He also said the proposed permitting fee is too low and should be closer to $80,000, he said.

“The initial fee of $2,000 is a giveaway of an asset the commonwealth owns,” said Petri, who said he also opposed Bill 991 for the same fee reason.

The bill was rejected by all Democrats on the committee.

Rep. Maria Donatucci, D Philadelphia, said she feared the bills would create too many “stop n go” businesses that cater to cheap booze. She criticized the bill for not carrying provisions that would hire more law enforcement.

Rep. Adam Harris, R Juniata, the committee chairman, vowed to try to provide Philadelphia with more enforcement resources if the bill becomes law.

Harris also said his idea to create the new retail locations in Bill 991 is meant to help residents in rural communities that now travel far to a state store.

The bills could carry hidden costs for taxpayers, cautioned Rep. Paul Costa, D Allegheny, the Democratic committee chairman.

The LCB’s most profitable stores in and around populous cities such as Philadelphia and Pittsburgh subsidize poor performing state stores in rural areas, Costa said.

Pickens, who will speak tonight in the Community Arts Center, said there are more than 1 million fracked wells from Texas through eight states and up to the South Dakota border.

Natural gas prices dictate the price of other electricity forms, such as wind. At about $4 per thousand cubic feet, the financing is tough, he said, noting $6 per thousand cubic feet is better.
